Deprecate and remove the usage of stored procedure when in-memory implementation is onboarded

Describe the issue:

The stored procedure [1] will not be needed when the in-memory claim management feature [2] is onbaorded since calims will not be stored tenant-wise during tenant creation. Therefore, we this should be deprecated and the usage should be removed.
