Create continuous integration workflows

Develop continuous integration workflows to do the following:

• Create Documentation #60
• Build and install the package (Set up GitHub Actions #42)
• Run unit and integration tests (could also run examples here as a "test" of sorts) (Setup testing #67)
• Auto linting/styling of code #45
• Publish to PyPI #53

@elbeejay Thanks! The current documentation seems to be published to ReadTheDocs. @bpstewar @andresfchamorro would prefer to keep as is or migrate to GitHub Pages, e.g. BlackMarblePy?

@elbeejay Thanks! Agreed and opened #53. Could you please proceed on the other items? In particular, the tutorial Jupyter notebooks could be added to the documentation using the example of the Template.

Any input here @bpstewar or @andresfchamorro? I am inclined to say we switch to GitHub Pages as that seems to align with the direction @g4brielvs is leading the GitHub documentation for other projects.
