For example, WikiData already has a CWL concept IRI: http://www.wikidata.org/entity/Q56291707 which redirects to the WikiData description of CWL: https://www.wikidata.org/wiki/Q56291707 which is also available as RDF: https://www.wikidata.org/wiki/Special:EntityData/Q56291707.rdf
(other encodings are also available)

Would be great to publish claims (perhaps from a "workflow.community" bot?) along with importing claims → pull request for review
