[bug]control/drop/subscribe失效 #218

rtmp的control模块的subscriber应用于rtmp频道时，如果先创建一个频道，推流+拉流正常，然后再创建另外一个频道，只推流，此时对第一个频道执行subscribe操作，会失效。
