Currently, the user name can only be changed by the user themselves.
As a service of the administrator, there is a usecase to change the ”Name" of a user whose name is not according to the rules.
For example, "Set the name in Roman characters.”
However, currently, even with administrative privileges,
each user's information cannot be changed in the "User Management" screen.
Make sure that the administrator can edit the user information.
