WebPlat charter: Security and privacy sections in specs #151

Feedback from AC review:
The charter states that specifications "should" have a security and privacy section. This requirement is (or is close to) a "must" at the general W3C level, so the statement should either be updated to say "must" or be deleted in deference to the general W3C policy.

Agree with the feedback, but wonder if it's too late to adopt it into the current charter?

We're working to address globally, as a requirement in transition reviews, recommend rejecting the feedback here.

I think we're best off deleting the sentence and thus deferring to the general w3c policy.
