Cant find start_https.bat

Ive tried to extract the file with 7-zip but i cant find "star_https.bat". Insted I can olny find "star_https" and when i launch that is loads up but i cant get into the voice-cahnger client. ¨
Im not so good at computer I would really like to know step by step what im doing wring, ive been watching so manyt youtube vidoes but still I cant find the ".bat" at the end. I have a nivida graphic card so im pretty sure im downloading the right file wich is the "cuda" one. I just want to try out the vice changer, I would really appriciate som help from the team on how to make it work.
