What I am missing in this case?

@nkryption its possible that you don't have an instance profile enabled on all instances to allow for ec2:DescribeTags

I'm having the same problem.
"aws ec2 describe-instances" displays the tags for all minions but ec2_tags displays it only for some.
In my case each minion has the same instance profile set
