Implement Digital Ocean cloud provider proxy minion, module, sample states and pillars

I came up with an idea to do what salt-cloud does using states and pillars instead of salt cloud mapfiles and providers and profiles. I have forked, and I will be working on a pull request. I think this sort of thing is well suited for inclusion in salt-contrib.
