в PartySuggestions нет возможности добавления организаций из Беларуси и Казахстана. Если прокинуть в url api по организациям Беларуси, то структура вывода ответа отличается от структуры организаций из России, следовательно и список формироваться не будет и из-за этого происходит ошибка на уровне библиотеки.
