[CI] Unchanged files with check annotations

Hi,

I noticed Github shows a list of unchanged files with check annotations in PRs. I fear this is somehow related to Github restoring some stale cache. When i run the command with --no-cache all is fine. Running locally with cache is also fine.

DId anyone experience similar issues?

(we only run Psalm on PRs, hence i think the cache is stale)
