Need PDC support to use the DS in Grafana Cloud

Problem Statement
The Vertica Data Source for Grafana currently does not support Private Data Source Connect. This limitation prevents users from securely connecting to Vertica databases hosted on private networks or cloud platforms that require private connectivity.

Proposed Solution
Implement support for Private Data Source Connect in the Vertica Data Source. This would allow users to:

• Securely connect to Vertica databases hosted on private networks.
• Leverage the benefits of Grafana Cloud Stack, including enhanced security, scalability, and managed services.
• Simplify the configuration and management of Vertica data sources.
