Host template on habitat.habhub.org and have projects refer to it #2

So that browsers can cache the CSS, JS, images etc, host habitat-template at habitat.habhub.org/t and adjust -homepage -stats -export-payload-telemetry -genpayload etc etc to refer to that location.

They might not even need to use habitat-template as a submodule in that case, but it's probably worth having just to make testing easier or something?
