Fcrepo Authentication Issue #63

Occasionally fcrepo starts returned 403 errors on write, even when a valid admin user credential is set. A restart of fcrepo seems to fix the issue.

To diagnose, we probably need to turn on auth logs on fcrepo on sandbox, then monitor for error.
