The SDK configuration validator should not validate other orgs' configuration #381

The SDK configuration validator is validating the config from other peers/orgs which may result in an error, thus preventing the config from being uploaded. The validator should check if the configuration is peer-specific and only validate if it is for the local peer. Also, the validator should check if the configuration is org-specific and only validate if it is for the local MSP.

Not sure if this is correct. This could mean that multiple endorsers will return with different responses.
