Message is slightly misleading when new page is created

When creating a new page, the following message is displayed:

A draft has been created for this locale, however, published content may still be inherited from another. To publish this content for this locale, use the "Save & publish" action provided.

This implies there will be a single button that says "Save & publish" - however, there are only two separate buttons, "Saved" (or "Save" if I make changes) and "Publish".
Probably the message should be updated to say use the "Save" and "Publish" actions provided
