There are two entries installed on the menu bar.

Tor Browser Launcher Settings

Tor Browser Launcher Settings (torbrowser-launcher --settings)

Tor Browser

Tor Browser (torbrowser-launcher %u)

You won't have a clue which setting it will use if you click on it. I think the download dialog window should inform which repository that is used (In this case: Download over system Tor (No), Mirror: https://www.torproject.cryptowars.info/dist/, Tor server: tcp:127.0.0.1:9050):

I also suggest a "Re-configure" button here.
