Errors in tug to flight allocation

The process to allocate tugs to flights fails to do this for some flights, reason unknown. But OGN Flight Log also gets such errors, not the same ones though. It might be caused by the amalgamation of short flights into one flight, the resulting start time may then be incorrect and not coincide with a tug flight start time (within the defined time limit). The fact OGN Flight Log gets the same sort of errors suggests this is a harder process than originally thought.
