The iCE40 Feather with on-board dual UART chip is a tier-1 ice40 board.

Josh has demonstrated it working with litex-buildenv and this issue/PR will attempt to reproduce this work and add support for this up5k based board to work with lm32 + micropython and vexriscv.lite + micropython firmware.
