Convert lang files to allow Transifex usage

Transifex is an online platform to manage translations, translate content, collaborate with translators, and automate localization process from one central place.

Getting moved into this service would allow easier collaboration flow for translators, while still allowing freedom to use the legacy plain file editing for lang.

But the operative cost of getting ready for using the service is converting the files into the correct structure.
