How to update capsule image with CapsuleApp.elf on MinnowBoard?

I build the minnowboard code according to the instructions at https://github.com/tianocore/edk2-platforms/tree/master/Platform/Intel/Vlv2TbltDevicePkg, and used the following commands to build:
build -a IA32 -a X64 -n 5 -t VS2015x86 -b DEBUG -p Vlv2TbltDevicePkg\PlatformPkgX64.dsc -y Vlv.report
The compilation result is successful.
I followed the instructions to copy the app and capsules in Build/Vlv2TbltDevicePkgX64/Capsules to the USB disk. And rename the following capsules:

Blue.0.0.0.16.cap  -> Blue.cap
Green.0.0.0.32.cap  -> Green.cap
Red.0.0.0.16.cap  -> Red.cap
MinnowMax.0.0.0.12.cap  -> MinnowMax.cap

Finally update the Capsule with the following command:
CapsuleApp.efi Red.cap Green.cap Blue.cap MinnowMax.cap

The result is the following message:

CapsuleApp: failed to query capsule capability - Invalid Parameter

My platform information is as follows:

Platform: MinnowBoard Max
UEFI Shell v2.2
UEFI v2.6 (EDK II, 0x00010000)

There is no error message during building capsules, but when I update the capsule, I get the error of 'failed to query capsule capability - Invalid Parameter'. How to update Capsule image with CapsuleApp?
Any suggestions are greatly appreciated!

I update with the following firmware:
Build\Vlv2TbltDevicePkgX64\DEBUG_VS2019\FV\Vlv.fd
And it works fine.
