Per VlaamseKunstcollectie/Imagehub-Box#3.

Apt is configured to do periodic, unattended updates out-of-the-box. When first booting the box via Vagrant, this causes issues installing Virtualbox Guest Additions (amonst others) since dpkg has a lock.

The proposed fix is to deactivate unattended updates in the preseed.cfg per:
