New co-maintainers: @rm-dr and @CraftSpider

Hi all,

I'm delighted to be able to say that @rm-dr (Mark) and @CraftSpider (Rune) have generously answered the call and volunteered to join as co-maintainers of Tectonic! I think it will be wonderful for the project to have them on board, especially since so much good work has been bottlenecked on my (lack of) availability lately.

Please join me in thanking them for stepping up and welcoming them to their new roles!
