Is it possible to create a new release (tag) point?

The library I am using, Kintone Gantt Chart Plugin (*1), uses jQuery.Gantt. I've heard that the plugin's package update policy is likely to require that it be registered as a release (tag) in order to import updated versions of external libraries.

What can I do to get the current jQuery.Gantt registered as a release? Is this issue(*2) a remaining task? Please let me contribute to it.
