I wonder if it would be useful to either state that you are assuming that their already are resources available to run the current project, or to make gathering resources part of this?

And even if there are resources, should you say anything about sustainability and how it might be worked towards?

I thought about including a section on funding and sustainability (with a nod to https://www.amazon.com/Marketing-Scientists-Shine-Tough-Times/dp/1597269948/ among other things) after the section on community - i.e., when volunteer effort is no longer enough and you need to raise money separately, here's what you do. Problem is, I don't know much about that in an institutional setting - notes or pointers would be very welcome.

Regarding the use of volunteers, you might want to point out that this tends to hurt inclusivity and diversity - https://www.ashedryden.com/blog/the-ethics-of-unpaid-labor-and-the-oss-community
