Implement the updates topics page for strimzi-ui PatternFly.

A user should be able to edit the the topic once it's created. It will be similar to the advance options in create topic dialog.

Here are the mocks for the update topics page: https://marvelapp.com/prototype/bibe7hb/screen/76009598
The first screen shows the read-only view, the second screen shows the edit view, and the last screen shows a sticky footer with the save/cancel actions placed in it that would appear when the save/cancel buttons at the bottom of the form are out of view. Is it possible to build the sticky footer with save/cancel? If not that's okay, it's a lower priority.

Also yes, the update wizard will still have the delete button, but it will show after the save/cancel buttons as seen on the second screen in the marvel file.
