How do I get the dropbox to default to "replies to my comment" for commenters?

I've checked every setting that I can think of, and for some reason I can't understand how to set the default setting for my users as "replies to this comment". 99% of my users don't subscribe, and I would like them to automatically be opted in to subscribe when I reply to their comment.
