Include following items in the README:

add stakater banner
badges
why this another image of fluentd?
features of this image i.e. bulleted list of sources will it beat/parse
naming convention of versioning (must reference our gitbook)
how to raise PR
how is the image built and pushed
where to find it on dockerhub
copy stuff from other common readme's structure

Since this is first task we must define a layout to follow in other DOCKER readme's
