Maintenance help needed

Hi all! I'm struggling to keep up with this repository, and feel like my lack of attention is holding this project back.

Can we move to GitHub actions as a first step. I realize it may seem like unnecessary complexity, but so far I've been able to set up such repositories in 5 minutes, and work through various gotchas getting a macos-latest, windows-latest, ubuntu-latest build working within 6 hours.

Also, can we simplify away from having a develop branch. Seems like it is extra work to maintain. Preview releases should go to github packages rather than nuget.org.

Once CodeSpaces is out of beta I doubt I'll want to use anything except GitHub for CI/CD.

Next up on my list for Sprache is to triage open issues and PRs; we'll probably need to close most of them for lack of bandwidth unless there are any you're keen to pick up. Feel free to jump in there ahead of me :-)
