We can implement compacted topics as follows:

When adding

add standard topic entry with offset
add another entry keyed on message key with latest offset as value

When compacting

have a job that goes through entire key range for standard topic entries for the topic and deletes them all
then for every entry in the table keyed on the key, convert to a standard topic entry
