Filter bar should not move location of results table

Neither should the pagination - but hopefully this will be mostly dealt with with increase page size.

We should leave room for these elements in the layout to avoid the table jumping around, or we should position them so that they do not affect the location of the table.

One idea would be to put the filters floated left of the 'Cell Lines' title.
