[Bug]: Dash tests need KVM support with skipping traffic test

Issue Description

Elastictest performs well in distribute running PR test in multiple KVMs, which support us to add more test scripts to PR checker.
Dash tests is a important part in PR test coverage, currently most of dash tests do not support running on KVM because some configuration and traffic tests can't be tested on KVM platform.
