This was a comment at one of the demonstrations to jrc/rea
REA has tried before to give an indication of the open nature of a resource, but it was not successfull, in many cases the metadata indicates availability, but when you drill down to the resource, it appeard a password needs to be provided.
It is an important comment, that we should 'frame' our liveliness component in a proper way. It does not replace the indication in metadata about the openness of the resource (access constraints or usage constraints). It just checks if the linkage is available.
Notice that DOI will in most cases resolve to a metadata page, it doesn't give any indication about the availability of the resource it describes
