启动集群的时候，onLeaderStart未被执行 #1295

在测试过程中发现，当启动一个Jraft集群，刚好被选为leader的节点StateMachine onApply()方法出现异常的情况下，onLeaderStart方法就不会收到调用，导致通过自己维护一个任期变量判断是否未leader的方式变得不可用
