Describe the bug
After creating a site in a non-kube environment, by running skupper system setup/reload the site status command always shows a not-ready status

How To Reproduce
Steps to reproduce the behavior:

$ skupper system reload
$ skupper site status
Site not initialized yet
NAME STATUS           MESSAGE
east Not Ready

Expected behavior
The runtime site status should show a Ready status.
