Multi-project builds require disablePlugins everywhere #2

Hi,

If the project contains a single project, it makes sense that ApiBuilderPlugin is enabled by default. On the other hand, for multi build projects most projects will have to disable the plugin.

Should the plugin be disabled by default ?
