Creating new campaign styling issues

When creating a new campaign I can click on the two empty titles 'Pages' and 'Files' which collapse the description underneath and act like links (turn blue on hover). They should have the same styling (arrow icons and no link colour on hover) and act the same as when a campaign has items. See 'Full campaign' image I've attached below:

The collapse in also looks slightly out, it appears to move slower once it reaches the top:

The badge inverted on the blue selected state does not meet accessibility standards. We'll need to look into this.

Unsure of the $cyan colour for the link icon, but low priority.
