I was looking over our contributing guide while setting up another project and realized we are not yet using Ruff. I think we can replace Black, Flake8, and isort with Ruff, if there's interest.

I generally take a "if it ain't broke don't fix it" approach to these things - the tooling as it is is working for me. Happy to review if anyone wants to do the work though.
