Wrong scrollbar with only two candidate completions

This is in an org file using the standard org mode completion at point:

The issue won't happen immediately, first trigger some completion that shows many options, for example in the scratch buffer try to complete (def, then go to an org mode file and trigger the simple completion as in the screenshot above, it is as if the menu inherited the scrollbar from the previous completion.
