Add button or option to plot target params in the dashboard

One beta test feedback feature request was to plot for a single target the radial velocity vs observation date (MJD). Instead of producing a new plot on the target page, this can be done on the dataview dashboard. A user can create the plot in the dashboard by filtering on the sdssid. To help, we can create a button on the target page that would link to the dashboard with the correct settings to create the RV vs MJD plot for the given target sdssid.
