Add support for Prometheus into Windows release by default

Description

We plans to use Prometheus metrics (inspired from RF example) but into relay agent, that run over Windows, after check the CONFIG file we saw that Prometheus is not build-in into Windows exe file.
Please can build with that dependency by default?

Preferable solution

Release .exe version with Prometheus support enabled by default

Alternative solutions

Teach us how to create that by our self
