Noetic PR2 release repositories deleted #43250

The pr2-gbp GitHub organization was recently deleted. This means the release repositories for the following noetic packages are unavailable:

pr2_apps
pr2_common
pr2_common_actions
pr2_controllers
pr2_ethercat_drivers
pr2_gripper_sensor
pr2_kinematics
pr2_mechanism
pr2_navigation
pr2_power_drivers
pr2_robot
pr2_self_test
pr2_simulator
robot_self_filter

What is the policy for dealing with this? Should these packages be removed from the distro?
