Limit the number of suggestions left

It would be reasonable to want a sibling PR if there are too many suggestions. We'd need some additional inputs (e.g. the desired limit) and outputs (e.g. an indication that the limit was exhausted) to enable users to write a workflow that does this.

We also track if suggestions could not be applied (e.g. they weren't on added lines). Exposing that fact as an output would be another way users could elect to open a sibling PR. Unfortunately, for that case the suggestions that were commented already have been (unless we add yet-another input that says to suggest everything or nothing).
