Improve tooltip for disabled feature in sidebar menu #1350

The tooltip for disabled sections in the sidebar is very generic and has room for improvement:

We always call it a Kafka cluster, even if we know it's a Redpanda cluster
It's vague, it does not necessarily explain why it's not supported. It's a good chance to mention that this is a Redpanda exclusive feature, or we know that it's a Redpanda cluster but the admin api is not configured etc.
