[enhancement] Custom Flag: Custom Order

Currently

Custom Flags display on thumbnails in the same order as they are created. In order to change this order, a user must manually re-type/copy-paste and recolor multiple entries every time

Proposed Solution

Add either a drag/drop or up/down arrow buttons, either next to the checkbox or the trashcan icon
