Why device control strings are processed in synchronized mode?

Hello there,

I have a question regarding VT100 emulation. I can't figure out why in the code, Device Control Strings are processed in the "synchronized mode". Why does it need to be synchronized? What does it mean for it to be synchronized?

I tried to find the answers on the internet, but couldn't.

does being synchronized mean that the content of a DCS must be read fully before being parsed?
