I can observe something similar in I'm investigating if CLI tools can safely be brought in line for 3.13.x. |

#11321 should make the Not yet sure if this can go into 3.13.x but it likely can since it should be backwards-compatible in mixed version clusters. |

Describe the bug
A shovel that is created but hasnt made a connection due to misconfiguration or connection issues cannot be deleted either via the shovel_management plugin or via rabbitmqctl
Reproduction steps
create a shovel that wont connect properly (SSL parameter mismatch or misconfiguration)
try to delete the shovel via shovel_management
try to delete via rabbitmqctl
Expected behavior
Shovel should be removed
