Max Steps, for Squiggle AI

Description of suggestion or shortcoming:

Add a maxStepCount (or similarly named). This would be used, as well as a max duration and max price.

Then, put it in the SquiggleAI sidebar, as an option. Have it default to 10, but it's allowed to go up to 20.

This does a few things:

1. Simple way for users to request short runs.
2. Stops long fixing chains (often these are kind of useless, it's better to start over).
3. Helps in error loops for other steps. Sometimes steps break because of API call limits or something.
