This doesn't provide a lot of information, but it's likely that you have this item setup in qb-inventory, but haven't added it to qb-smallresources as a consumable

(I'm assuming you're using qb-smallresources because you are using qb-inventory and haven't provided more context)

but if my assumptions are correct you should be able to go to:
resources > [qb] > qb-smallresources > config.lua

and (assuming) you are on the same version I got with qb-core you're find this on line 96:

I fresh installed a new qbcore server and not able to hotkey items to consume them or even use items at all in general.
