We use twine to release our SDK packages to PyPi, but we don't pin the version of twine or any of its dependencies.

Investigate using pip-tools to create a pinned set of known working dependencies to be installed for using twine which can be pushed to every provider. Add a workflow to periodically update these dependencies.
